The term "Bebe's Kids" is a cultural phenomenon. People who've never been introduced to the late-great Robin Harris or are even remotely familiar with the movie still know to call bad children—their own or someone else's—Bebe's Kids.
When the movie was released in 1992, it was considered a box office flop. However, as the years went on, Bebe's Kids gained popularity and was seen as a cult classic. The voices were a good mix of well-and-lesser-known actors and the storyline was 'hood and hilarious.
Bebe's Kids director Bruce Smith would go on to create and act as executive producer of Disney's "The Proud Family" (don't you notice any similarities in the animation?) The Proud kids aren't nearly as terrifying as Bebe's, who lack parenting and discipline, but the bad little Bebe's crew still goes down in history as one of the most entertaining animated films to grace the silver screen.
